The National Iranian Oil Products Distribution Company has prioritized a plan to identify transactions of free fuel station cards in order to combat fuel smuggling. According to this plan, fuel applicants will be required to use their bank cards when using free fuel station cards. This action will help increase transparency and identify the identity of consumers, preventing potential misuse.
The necessity of transparency in the use of free cards
In recent years, the use of free fuel station cards has increased significantly, raising concerns about the lack of identification of individuals using these cards for refueling. According to statistics, about 50 to 55 percent of the country's refueling is done with free cards, and this share is currently on the rise. Therefore, transparency in this sector is felt more than ever.

The lack of identification of users of free cards limits the ability to accurately examine consumption patterns and identify suspicious cases. With the implementation of the transaction identification plan, officials can monitor refueling more accurately and take necessary actions in case of violations.
Comparison of transferring quotas to bank cards and identifying free cards
In this regard, some proposals have been made to transfer fuel quotas to bank cards. However, this proposal alone cannot solve the issue of fuel smuggling. Because bank cards may also be transferred to border areas, this change will create new problems in the field of information security and user data protection.
For this reason, a distinction must be made between transferring fuel quotas to bank cards and smartening free fuel station cards. Smartening free cards without the need for fundamental changes in the quota allocation mechanism will facilitate the identification and monitoring of transactions.
This action by the National Iranian Oil Products Distribution Company not only helps increase transparency in fuel consumption but can also minimize potential misuse. Additionally, the effectiveness of this plan depends on the continuity of implementation and the quality of monitoring transactions.
