Raeisi, referring to the activities of the Karvar company as a type 2 Karvar in the field of optimizing gas consumption, emphasized: Our approach is to pursue the topic of savings and energy optimization with public participation, in a competitive and transparent environment, and with the satisfaction of the consumers.
Income-generating capacity for households
Raeisi stated that the goal of this participation, in addition to reducing bill amounts, is to create income-generating opportunities from savings. According to him, a four-member household in a residential unit of about 80 to 100 square meters can generate an income of between one and a half to two million tomans by taking simple and effective measures in optimizing consumption.

The role of the gas industry and the model of public participation
Raeisi further referred to the role of the National Iranian Gas Company as the representative of the government and authority in ensuring sustainable gas supply, stating: Currently, a new capacity for cooperation between the government, private sector, and the public in the field of optimizing consumption has been created. He considered this model an example of public, private, and community participation and emphasized that it is possible to provide the grounds for private companies to operate and offer value-added services to the public while maintaining the role of governance and infrastructure.
This Karvar company activist also referred to the younger generation, especially Generation Z, stating: This group, which has more connection with digital tools, can play an effective role in managing household consumption. Additionally, housewives and retirees who spend more time at home are other target audiences for this project.
Challenges and economic benefits
Raeisi identified the main challenge in implementing this plan as attracting participation and satisfaction from the public, stating: If we can involve the people with satisfaction and trust in this process and create a clear economic benefit for them, the sustainability of the plan will increase. In the economic model of this plan, efforts have been made to return about 70 to 80 percent of the benefits from savings to households after deducting the costs of implementing the plan.
Karvar energy companies have entered the gas industry’s execution cycle with the aim of developing market-based mechanisms for optimizing gas consumption and reducing energy imbalance, and the implementation of Karvar contracts has begun in various provinces. Numerous projects are underway to achieve gas savings in the consumption sectors.
