The name Mostafa Niazarzari, son of Kiumars Niazarzari, has been mentioned multiple times during the proceedings of the Akbar Tabari case. Kiumars Niazarzari, the former intelligence director of Mazandaran province, had previously been arrested by the judicial protection agency.

The Shayan Circle and Oil-Related Allegations

Mostafa Niazarzari has also been introduced as one of the members of the "Shayan Circle"; a group consisting of Rouhollah Razavi, Mohammad Hadi Momenin, Ehsan Tiri, Mostafa Niazarzari, and Mohammad Javad Bavand. These individuals have been accused of being part of a network involved in oil sales, financial resource transfers, and sidelining trust competitors.

According to the allegations, members of this network have made extensive investments and purchases in Iran using resources obtained from trust activities and oil revenues. One controversial case involved the import of two thousand ambulances under the guise of charitable activities. It is said that out of the promised two thousand ambulances, only 20 were imported, and the fate of the financial resources related to the remaining 1,980 units is unknown.

Economic Activities and Investments

Other activities attributed to this network include the purchase of steel factories in Iran. According to these claims, individuals have been introduced as official owners and managers of these factories, while the actual owners and operators remain behind the scenes. Investment in petrochemical industries and the purchase of luxury properties, buildings, and offices are also among the actions attributed to this group.

Mostafa Niazarzari left Iran in 2019, coinciding with his name being mentioned in the Akbar Tabari case and some of its defendants. He returned to Iran in 2021 and resumed his activities under the guise of charitable work and entering the steel industry.

It is said that Niazarzari began his collaboration with Karim Fati, one of the powerful figures in the steel market, after his return. This collaboration led to the establishment and participation in factories in Qom and Azerbaijan. According to existing allegations, Mostafa Niazarzari entered the steel market by positioning himself behind Karim Fati's name and utilized the capacity of these factories for financial resource transfers and money laundering.

The initial manager of the CIP at Mehrabad Airport has been identified as a person named Mobin, who was removed from management after the discovery of gold and currency transfers by plane from Istanbul. This official was also used as a tool to buy influence among senior and middle managers.

Ultimately, Mostafa Niazarzari's name does not appear in the documents and official structure of many of these companies; however, it has been claimed that the actual ownership and control of these entities lies with him.
