The Director General of the Chemical and Polymer Industries Office of the Ministry of Industry, Mine and Trade, Parvin Nabati, announced that a significant portion of the lost petrochemical capacities will return to production by October 2026. She added that collaboration between the Ministry of Industry, Mine and Trade, the National Petrochemical Company, and the Commodity Exchange in demand management and supplying raw materials for downstream industries is of great importance.

Demand Management and Tripartite Coordination

Nabati pointed out the special conditions of the petrochemical industry and downstream industries this year, stating that demand management and coordination among these sectors are key factors in supplying raw materials and preventing production disruptions. The Ministry of Industry, Mine and Trade has been responsible for demand management and quota allocation for complementary industries, while petrochemical companies have managed the supply and distribution of raw materials. The Commodity Exchange has also acted as a transparent trading platform.

Facilitating Imports to Compensate for Shortages

The Director General of the Chemical and Polymer Industries Office of the Ministry of Industry, Mine and Trade considered imports a necessary complement for supplying raw materials in conditions of reduced domestic production. According to her, based on the market regulation committee's decision in April 2026, the registration files related to the announced tariff codes were exempted from currency quota review, and the import of three polymer materials including polyethylene terephthalate, polyvinyl chloride, and polypropylene was authorized.

Nabati also stated that to further facilitate the supply of raw materials, the import of petrochemical and polymer products through smuggling and seafaring procedures has been permitted, and the use of all currency sources to compensate for shortages has been made possible. These measures have been taken to expedite and facilitate the import process and ensure the continuity of the supply chain for complementary industries.

Looking to the Future and Preserving Employment

Nabati emphasized that demand management is an ongoing process and urged industrial associations to become more active in monitoring and assessing production and consumption status. According to her, the increased activity of these associations in providing accurate data and timely warnings about supply and demand imbalances is essential.

She also appreciated the producers who have continued their activities under the difficult conditions of this year and emphasized that the Ministry of Industry, Mine and Trade is committed to diligently pursuing demand management to address logistical barriers and the needs of producers. Nabati expressed hope that with the continued process of rebuilding and recovering petrochemical capacities, a significant portion of the lost capacities will return to the production cycle by the end of the year.
