Ukrainian forces attacked an oil refinery in the Ryazan region of Russia. This attack occurred just hours after Volodymyr Zelensky, the President of Ukraine, announced that his country would continue its attacks on Russian energy facilities and expressed anger over disruptions in satellite intelligence from the United States. Zelensky told the Financial Times, "We no longer intend to refrain from attacking Russian oil facilities."

Details of the Attack on the Ryazan Refinery

Following Zelensky's remarks, Pavel Malikov, the governor of Ryazan, announced in a post on Telegram: "Our region has been subjected to a widespread drone attack" and added that "a fire has occurred at the oil refinery." The Russian Ministry of Defense also confirmed that Ukraine had made a significant effort to attack this oil refinery and stated that debris from drones had caused a fire at the facility. The Ryazan refinery, owned by Rosneft, supplies nearly 5 percent of Russia's total oil refining capacity and has been targeted by drone attacks several times in recent months.

Impact of Attacks on Ukraine-U.S. Relations

While neither side officially confirmed the ceasefire announced by Donald Trump, the President of the United States, Ukraine refrained from attacking Russian oil refineries for three days in response to ongoing Russian attacks on Ukrainian energy facilities. Zelensky emphasized in his interview with the Financial Times that Ukraine is ready to halt attacks on Russian oil refineries if Moscow also ends its attacks on Ukraine's energy infrastructure.

Zelensky also spoke about the recent crisis related to the reduction of satellite intelligence to Kyiv, stating that this disruption has been presented to Kyiv as a technical fault. He rejected this claim and described the disruption in the Starshield satellite communication system (the military version of Starlink) as "dangerous." Meanwhile, pressure is increasing on the Pentagon to explain these limitations in satellite communications used by the Ukrainian military.

Republican Senator Thom Tillis has called for investigations by the inspectors general of the Department of Defense and warned that Ukrainian citizens and American personnel may be at risk. On October 14, he announced that he would seek the necessary inquiries regarding what he described as a potentially dangerous flaw in the Starshield system.

At the same time, Moscow has continued its attacks on Ukraine, and on October 15, after missile and drone strikes on civilian and energy infrastructure across the country, at least nine people were killed, and hundreds of thousands were left without electricity.
