TotalEnergies (TotalEnergies SE) and Venezuela's state oil company, Petróleos de Venezuela (PDVSA), signed an agreement for collaboration on energy projects on Saturday, under which TotalEnergies will have the opportunity to return to oil operations in the country. The ceremony took place in Caracas and was presided over by the First Secretary of the Presidency, Delcy Rodríguez.

Details of the Agreement and TotalEnergies' Goals

In this agreement, the board of TotalEnergies E&P New Ventures, as a unit of TotalEnergies, has guaranteed participation in various energy projects. Delcy Rodríguez stated at the ceremony that Venezuela has provided a reliable legal framework for new investments, which relates to the approval of the hydrocarbons law earlier this year.

This agreement comes as Venezuela is striving to attract foreign investments in its oil industry. The country, with significant oil reserves, is looking to increase oil production and improve its economic situation. This agreement is expected to help boost oil and gas production in Venezuela.

Political and Economic Implications

Last month, U.S. President Donald Trump announced a plan to gain control over the majority of Venezuela's oil wealth. This plan has faced significant criticism and raised concerns about turning the country into a resource colony similar to banana republics in the last century.

A few weeks ago, Venezuela and the United States also announced oil collaborations with major companies including Chevron Corp, GE Vernova Inc, and Eni SpA. These agreements represent substantial investments worth "tens of billions of dollars," as stated by Chris Wright, U.S. Secretary of Energy, during the signing ceremony of these agreements.

TotalEnergies, along with its partner Equinor, exited the Petrocedeno oil project in 2021. At that time, Patrick Pouyanne, CEO of TotalEnergies, stated that this decision was not related to the political situation in the country and was made in line with the company's plans to reduce carbon impacts. TotalEnergies has also halted its natural gas operations in Venezuela and exited its stake in YPergas SA.

TotalEnergies has been active in Venezuela since the 1990s and with this new agreement, it may return to the country's oil sector and play a significant role in increasing oil and gas production.
