The U.S. Trade Representative (USTR) has proposed extending the suspension of port fees for China-related vessels until January 9, 2027. This action aims to reduce transportation costs for American metal and coal exporters and is somewhat beneficial to the relevant industries.
Details of the USTR Proposal
USTR initially suspended fees targeting China’s maritime, logistics, and transportation sectors for one year, which will continue until November 9, 2026. Now, this agency has proposed that the suspension continue for another two months. The proposal also references the United States' efforts to eliminate policies and operations currently under review.

Economic Consequences of Fee Suspension
The suspension of these fees includes charges for vessels owned by Chinese entities as well as vessels built by China. The initial charge for vessels owned by China was $50 per gross ton per trip, and for vessels built by China, it was $18 per gross ton or $120 per unloaded container. Meanwhile, the initial USTR proposal included fees of up to $1.5 million for the entry of Chinese vessels, which had greatly concerned the coal industries.
Reactions to the Suspension Extension
A report from the National Coal Council of America emphasized that the council has urged the Trump administration to make the suspension of port fees permanent. The council warned that these maritime actions could increase transportation costs, reduce access to vessels, and weaken the competitiveness of American coal exports. This is while the coal industry is heavily reliant on exports and faces declining domestic consumption.
USTR has also requested the public to submit their comments on the proposed two-month extension, with the deadline for comments set for October 30, 2026.
