The Maritime and Port Authority of Singapore (MPA) and the Singapore Publishing Corporation, along with the Singapore Standards Council, today introduced the new Singapore Standard (SS) and two Technical References (TR) at the Singapore International Bunkering Conference and Exhibition (SIBCON) 2026. These standards aim to enhance safety, stability, and quality assurance in the fuel supply industry so that Singapore can develop its capabilities for a multi-fuel future.
Technical Reference TR 148:2026
Technical Reference 148:2026 – Advancements in ammonia fuel supply operations, as one of the alternative marine fuels, specifies the requirements for the safe and efficient conduct of ammonia fuel supply operations. This includes custody transfer, fuel supply procedures, safety, and personnel competency. This reference provides a common framework for fuel suppliers, fuel supply equipment operators, ship owners, and other industry stakeholders to plan and execute ammonia fuel supply operations.

Singapore Standard SS 730:2026
Singapore Standard 730:2026 – Strengthening sampling of marine liquid fuels, addresses the requirements for sampling during custody transfer of marine liquid fuels, including Class F fuels. Class F fuels include fuels derived from petroleum sources, synthetic and renewable sources, and methanol. This standard provides common sampling procedures and safety requirements for fuel suppliers, fuel supply equipment operators, fuel buyers, and fuel supply inspectors, enhancing stability in fuel delivery and ensuring its quality.
Technical Reference TR 155:2026
Technical Reference 155:2026 – Improving testing standards for polymers in residue-based marine fuels, establishes a common method for testing polystyrene, polypropylene, and polymethyl methacrylate in residue-based marine fuels. This initiative will enhance stability in the identification of these polymers and strengthen fuel quality assurance.
Ang Wei Kiong, MPA's Chief Executive, stated: "As the maritime transport sector transitions towards a wider range of marine fuels, our fuel supply standards and capabilities must align with that. These new standards will aid the industry's transition and enhance Singapore's ability to meet global fuel supply needs."
Choi Saw Ock, Director-General (Quality and Excellence) of the Singapore Publishing Corporation, added: "Standards are a key factor in reducing maritime carbon and provide a common foundation for the safe and consistent adoption of new fuels and procedures. With the evolution of the marine fuel landscape, TR 148, SS 730, and TR 155 extend assurance in fuel supply operations, sampling, and quality testing including new fuels like ammonia."
