Comstock Resources, a company active in the oil and gas industry of the United States, and SOCAR (State Oil Company of Azerbaijan) signed a framework agreement worth $1.65 billion for cooperation in the Hainsville field. This agreement aims to advance SOCAR's investment in Comstock's gas assets and increase natural gas production in one of the largest natural gas producing regions in the United States.
Details of the Agreement
This agreement formally commits both companies to negotiate and execute a final purchase and sale agreement that was previously announced with a letter of intent. The final agreement is expected to be signed by October 31, 2023, and the transaction is expected to be completed by the end of 2026. Under this collaboration, SOCAR will invest $1.65 billion in Comstock's Hainsville assets, which will increase the company's reliance on one of the largest natural gas producing areas in the United States and a key supply basin for LNG exports to the Gulf Coast.

Marketing Opportunities and International Impacts
In addition to direct investment, Comstock and SOCAR are also exploring marketing opportunities for natural gas obtained from Comstock's interests in Hainsville assets as LNG in international markets outside the United States. The companies will evaluate potential LNG buyer parties, pricing structures, and the logistical and legal requirements associated with international marketing arrangements.
This collaboration forms part of a broader energy relationship between the United States and Azerbaijan. The companies stated that this agreement is based on the long-term cooperation of the two countries in the oil and gas industry. Given recent developments in the global energy market and increasing demand for natural gas, this agreement could have positive impacts on market balance as well as on energy security in the region.
