On October 12, 2023, on the sidelines of the 17th meeting of the International Energy Forum (IEF) and the 25th World Petroleum Congress (WPC) in Riyadh, OPEC+ issued serious warnings about the increase in energy transportation costs due to supply disruptions. This meeting addressed the state of the oil market and its impacts on transportation and insurance costs.
Market Situation Analysis and OPEC+ Agreements
The oil and energy ministers of OPEC+ member countries agreed at this meeting to continue consultations with other member countries through existing mechanisms. These mechanisms include the Joint Ministerial Monitoring Committee (JMMC) and meetings of OPEC and non-OPEC oil and energy ministers. They also reaffirmed their commitment to the decisions of the 41st meeting of OPEC and non-OPEC oil and energy ministers on June 7, 2026, to achieve and maintain stability in the oil market.

Consequences of Energy Supply Disruptions
The oil and energy ministers of OPEC+ member countries emphasized the critical importance of protecting supply routes to ensure a continuous flow of energy. They noted that the current disruption in energy flow has caused transportation and insurance costs to rise to unprecedented levels, exceeding one-third of the value of goods. This increase in costs hinders the timely and efficient transportation of crude oil and petroleum products and imposes additional inflationary pressures on the global economy.
These disruptions not only affect producers' costs but also place significant pressure on consumers. The rising costs have permeated the oil value chain and negatively impact global economic growth. In this context, the oil and energy ministers of the OPEC+ coalition emphasized that they will collaborate with governments, industry stakeholders, and international organizations such as the International Energy Forum and the International Energy Agency to improve global transportation conditions.
