Mohsen Paknejad, the Minister of Oil, has stated that consultations and follow-ups for resolving the second part of the claims of oil industry employees are ongoing and the new phase of payments has also begun.

Attention to Retirees and Active Employees

Paknejad emphasized that the implementation of Article 10 is a priority for the Ministry of Oil and this issue is not limited to active employees, but will also consider the situation of retirees in the oil industry during this process. He also announced that details regarding the decisions of the Salary and Wage Council concerning the salary cap will be communicated in the near future.

Minister of Oil's Work Priorities

The Minister of Oil announced that in 2024, during the time of gaining confidence from the Islamic Consultative Assembly, the complete implementation of Article 10 and resolving the salary cap issue were among his work priorities. The follow-up on the implementation of Article 10 has been ongoing since 2014.

Article 10 was approved with the aim of attracting and retaining specialized human resources and increasing competitiveness. Despite the approval and issuance of its executive regulations in 2014, the implementation of paragraph 2 of Article 18 of these regulations took until 2020. In the first phase of its implementation in 2020, the base salaries of employees hired after 2014 were adjusted according to the relevant table. For employees hired before 2014, a 500,000 Toman increase in the base salary was applied.

Criticisms and Revisions

This salary increase was accompanied by criticisms and complaints from some employees. Subsequently, a revision of its implementation was put on the agenda of the Ministry of Oil in 2023. In this phase, the base salary increases for employees who were determined to be below the entitled amount based on their educational qualifications during the 2020 implementation were corrected.

Currently, the statements from the Minister of Oil indicate that the implementation of Article 10 has entered a new phase. According to what has been announced, the follow-up for resolving the second part of the claims continues, and the new phase of payments has also begun in 2025. The Oil Industry Retirement Fund has announced that in 2025, an amount of 67 trillion Tomans has been paid for legal claims, which is more than a 60% increase compared to 2024.

The special attention of the Ministry of Oil of the fourteenth government to human capital and the realization of their rights can record a brilliant performance in this area.
