Leaders and governments of the Gas Exporting Countries Forum (GECF) issued a statement on October 27, 2026 (Aban 5, 1405) in the capital of Russia, Moscow, concluding their eighth summit. This meeting was held with an emphasis on the absolute and permanent sovereign rights of members over their natural gas resources.

Emphasis on the Development of Natural Gas Resources

In this statement, the leaders of the member countries reaffirmed their commitment to the development of natural gas resources with the aim of strengthening their position as reliable natural gas suppliers. This action is intended to respond to the increasing energy demand, enhance global energy security, and support economic and social development.

The members of the forum also emphasized the significant contribution of natural gas to the growth of global energy supply over the past decade and acknowledged its increasing role in meeting global energy demand and as a vital energy source in various sectors such as electricity, industry, residential, commercial, and transportation, as well as a strategic feedstock for petrochemical and chemical industries.

Geopolitical Concerns and Challenges

The leaders of the GECF member countries also expressed their concerns regarding the adverse effects of geopolitical developments on the stability and security of the global gas market. These concerns include disruptions in gas supply, increasing doubts about the security of gas supply and demand, heightened investment risks, and significant fluctuations in gas prices.

The members firmly opposed the extraterritorial application of national and regional legal frameworks and unilateral coercive measures lacking United Nations authorization, and expressed concern over the implications of tariff-based measures that may disrupt market efficiency and energy supply security.

In this context, the leaders of the member countries emphasized the necessity of strengthening international cooperation and establishing mechanisms to respond to gas market crises. They also reiterated their joint determination to advance the transition to low-carbon energies in a pragmatic, fair, and balanced manner.

The leaders of the forum emphasized promoting the global expansion of natural gas use as an abundant, cost-effective, and sustainable energy source in economic sectors and stabilizing the position of gas globally as a "destination fuel."

In conclusion, the leaders of the member countries expressed their gratitude to Vladimir Putin, the President of Russia, for his leadership in this summit and to the government and people of Russia for their warm hospitality and excellent arrangements.
