Britain has recently established an energy wealth fund worth £2 billion, announced alongside the approval of the Jackdaw gas field. This new fund will direct tax revenues from North Sea oil and gas towards renewable energy projects and low-carbon infrastructure.
Missed Opportunities
This announcement raises an important question: what would have happened if Britain had started saving its oil wealth fifty years ago? According to Treasury modeling, if Britain had invested £200 billion in tax revenues from North Sea oil and gas, it could have created a wealth fund worth £1 trillion. While successive British governments have utilized these revenues, they missed the opportunity to create a permanent national investment portfolio.

Comparison with Norway
Norway took a different approach, establishing its Government Pension Fund in 1996, which has now grown to approximately $2.4 trillion. The Norwegian fund is primarily focused on foreign investments and helps fund government expenses. In contrast, Britain's new fund will be directed domestically towards renewable and low-carbon energy projects.
John Healey, the UK Treasury Secretary, stated that this initiative will enable Britain's remaining hydrocarbon resources to help finance future industries. This announcement coincided with the government's approval of the Jackdaw gas project. According to government information, the Jackdaw field could increase domestic gas production in Britain by approximately 6% at peak performance and contribute around £2.9 billion to the UK economy over its lifetime.
The UK offshore energy industry group welcomed this decision and urged the government to approve more projects, arguing that there is over £50 billion in potential investment in the North Sea.
However, the new fund faces a fundamental challenge that Norway did not encounter when it began accumulating oil wealth: the North Sea is a mature and declining basin, and future tax revenues are expected to decrease. The government is also committed to ending the issuance of new exploration licenses, while existing developments continue to operate. This raises questions about how the fund can realistically accumulate wealth.
