Turkey has put forward a proposal to Russia and Ukraine aimed at ending attacks on civilian vessels in the Black Sea. This action follows a significant increase in attacks on Turkish ships in the region, with 25 Turkish vessels targeted since late June 2026.
Details of Turkey's Proposal
A Turkish diplomat has stated that the country has submitted a draft memorandum of understanding to the parties to find a solution to the ongoing attacks in the Black Sea. He emphasized that this proposal is inspired by the grain corridor mechanism; an agreement signed in 2022 by Turkey and the United Nations to ensure the safe passage of Ukrainian grain through the Black Sea.

Impact of Attacks on the Maritime Industry
Frequent attacks on commercial vessels, especially those belonging to Turkey, have had negative impacts on the maritime industry and international trade. The Turkish diplomat added: "In this mechanism, there is a four to five-mile distance that Ukrainian ships must enter international waters, which is a dangerous section." This issue directly fuels security concerns in the region.
While Russia withdrew from the grain corridor agreement a year after signing it, Ukraine has established an alternative route through the coasts of Romania and Bulgaria. This situation reflects Ukraine's ongoing efforts to maintain its maritime trade under difficult conditions.
Turkey's proposal could be seen as a positive step towards reducing tensions and increasing security in the Black Sea. Especially since this region has always been of interest due to its strategic position and importance for global trade.
