The United States has invited Vladimir Putin, the President of Russia, to attend the G20 summit that will be held in December in Miami. Marco Rubio, the U.S. Secretary of State, announced this news on September 23, noting that this invitation is aimed at reducing tensions in Ukraine.

Opportunities for Dialogue

Rubio stated at a press conference after meeting with Sergey Lavrov, the Russian Foreign Minister, on the sidelines of the United Nations General Assembly in New York, "We have invited President Putin to participate in the G20 summit. We believe this is an opportunity for him to engage not only with the President of the United States but also with other global leaders." This invitation is the first public confirmation from Washington regarding Putin's invitation to the summit. Previously, Russian officials had been invited to ministerial-level meetings.

Energy Ceasefire Proposal

Rubio also referred to a limited ceasefire proposal regarding attacks on energy infrastructure and potentially grain-related targets. Volodymyr Zelensky, the President of Ukraine, has called for an end to attacks on energy facilities. He also stated after meeting with Trump in New York that Kyiv is ready to halt these attacks if Russia does the same.

Rubio emphasized that the energy ceasefire proposal does not mean a peace agreement and said, "This does not resolve the war, but it can mitigate some of the conflict's consequences and provide a basis for broader negotiations. Ultimately, we all want this war to end."

Challenges Ahead

Rubio did not provide many details about the meeting with Lavrov and announced no agreements. The U.S. State Department stated that both sides discussed the war in Ukraine and U.S.-Russia relations. This meeting took place as Washington seeks to keep diplomatic channels open and explore whether Moscow and Kyiv can agree on limited actions to reduce conflict.

The Kremlin has also stated that there are currently no conditions for moving towards formal peace negotiations, but it has also said that Putin remains ready to communicate with Trump. Rubio also warned that this conflict could extend beyond Ukraine and lead to new risks. He mentioned the possibility of a hybrid attack or an incident involving military forces.
