American oil and gas industry groups have supported the bipartisan Senate licensing reform package and called for its expedited approval. This reform, known as the American Access and Affordable Jobs Act of 2026, seeks changes in federal approval processes and environmental reviews that affect energy development and other critical infrastructure.

Details of the Reform Package

This package is being advanced by Senators Martin Heinrich (Democrat from New Mexico), Mike Lee (Republican from Utah), Shelley Moore Capito (Republican from West Virginia), and Sheldon Whitehouse (Democrat from Rhode Island). The main goal of these reforms is to expedite the approval of energy and infrastructure projects and reduce existing uncertainties for investment and employment.

Role of Industry Organizations

The Energy Workforce & Technology Council (EWTC) has urged lawmakers to address these reforms before Washington's recess. Tim Tarpley, President of EWTC, stated that "this law is a great package for bipartisan licensing reforms that will help America get back to building." He also emphasized that any additional delay means more uncertainty for projects and investments, as well as the jobs needed in America.

The Independent Petroleum Association of America (IPAA) has also supported this proposal and highlighted the impacts of licensing delays on small independent producers. Edie Nagel, President and CEO of IPAA, said that this law provides clear and actionable timelines, higher levels of certainty, and reduces unnecessary delays.

Additionally, the American Petroleum Institute (API) has stated that this package will help modernize the National Environmental Policy Act (NEPA) and reduce redundant reviews and legal challenges.

The National Ocean Industries Association (NOIA), which represents offshore energy interests, has welcomed the bipartisan Senate agreement and pointed out the fundamental importance of certainty in permits and actionable timelines. Erik Milito, President of NOIA, emphasized that these reforms could improve the investment climate for large energy projects in America.

This law is still under review in Congress, and industry groups are urging lawmakers to advance a bipartisan package from both chambers based on previous efforts in the House of Representatives.
