In September, Russia exported 142.7 million barrels of crude oil and clean petroleum products (CPP), with analyses indicating that 110.4 million barrels of this export were crude oil. This figure is approximately equivalent to 3.7 million barrels per day, which is roughly equal to the previous month. The International Energy Agency (IEA) reported the crude oil export figure as 3.78 million barrels per day. Clean petroleum products included 14.9 million barrels, primarily naphtha (9.8 million barrels) as well as 17.4 million barrels of diesel fuel and feedstocks.

End of Use of Tankers with Fake Flags

For the third consecutive month, no shipments were loaded onto tankers with fake flags, indicating the end of Russia's use of such tankers. The tankers have been changed to other flags, and in the third quarter of this year, an unprecedented number of tankers have moved towards Russia, marking a significant development in the shadow fleet since early 2023.

Sanctioned Tankers and Export Share

Sanctioned tankers carried more than half of Russia's oil, accounting for a total of 78 million barrels, or 55 percent of total exports. Additionally, 63 percent of crude oil was also transported by these tankers. EU-owned tankers carried 31.5 million barrels, or 22 percent of total exports, while the remainder was allocated to the non-sanctioned shadow fleet. Regarding various products, EU-owned tankers transported 57 percent of diesel fuel and 41 percent of CPP, while only accounting for 14 percent of crude oil.

In the Baltic ports, 90 percent of EU-owned tankers (28.8 million barrels out of 31.5 million barrels) were loaded. Meanwhile, loadings in September decreased from 20.5 million barrels in the first half of the month to 11.1 million barrels in the second half, indicating a 46 percent decline. A decrease in loadings of clean petroleum products from 5.2 million barrels to 1 million barrels is also evident.

Russia has banned gasoline exports since April and imposed jet fuel bans for the first time since mid-June. However, diesel and gas oil exports continued until September 30.
