The International Singapore Ports Conference (SIBCON), organized by the Port and Marine Authority of Singapore (MPA), was inaugurated today by Mr. Murali Pillai, Senior Minister of State for the Ministry of Law and the Ministry of Transport. This conference, titled "Charting Towards a Resilient Future with Multiple Fuels," will be held from October 13 to 15, 2026, and is expected to attract over 2000 maritime professionals from more than 60 countries.

Advancements in Ammonia Porting

MPA and the Singapore Authority, along with the Singapore Standards Council, introduced a new technical reference for ammonia porting (TR 148). This reference includes safety requirements, porting procedures, and personnel qualifications for safely conducting ammonia porting. Under the Green and Digital Maritime Transport Corridor between Singapore and Australia, MPA and the Pilbara Ports Authority will collaborate to validate this reference through sharing practical experiences and relevant information regarding porting trials at their ports.

Development of Capabilities in Other Fuel Pathways

MPA will invite license applications for the operation of Floating Storage Units (FSUs) until the end of 2026, which will help expand storage capacity and strengthen supply chain resilience to meet the growing demands of LNG porting. Additionally, MPA, CMA CGM, and Singapore LNG signed a memorandum of understanding to explore the use of liquefied bio-methane as marine fuel in Singapore.

Singapore will also soon conduct its first ethanol porting operation at the PSA Pasir Panjang terminal. This operation involves Maersk and Golden Island Pte Ltd and will be carried out simultaneously with loading operations.

Enhancing Port Fuel Quality and Digitalization

MPA and the Singapore Authority introduced two new standards to enhance fuel quality assurance at ports. The new standard for port fuel sampling (SS 730:2026) will help establish consistent sampling procedures. Furthermore, in the first phase of the port digitalization initiative, the electronic fuel delivery document will be introduced in April 2025 as the default documentation for porting operations in Singapore.

MPA will also launch a funding program in November 2026 to support selective trials for Phase 2 of this initiative. Additionally, the Port Fuel Supplier Management System 2.0 will be unveiled in the second quarter of 2027.
