Mohsen Esmaeili today (Tuesday, November 5) at the first comprehensive parliamentary knowledge course for ministries and executive agencies held at the Research Institute of Oil Industry, while appreciating the organizers of these courses and the participants, said: We should not overlook the role of education and retraining in the country. We follow a religion that invites humanity to acquire knowledge from the cradle to the grave.

The Necessity of Holding Educational Courses

He pointed out the sensitive conditions of the country, adding: Holding these courses in such circumstances shows that scientific jihad continues alongside military and economic jihad, and this can astonish and discourage the enemies of the Iranian nation.

Refinement of Laws and the Role of Parliamentary Aides

The Strategic and Parliamentary Affairs Deputy of the President stated that the parliament has two main functions: legislation and oversight. He said that a precise acquaintance with these two areas is essential for those who work in the interaction between the government and the parliament. Legislation is not just a knowledge or expertise; it is an art that requires the correct identification of time, subject, and method of legislation.

Esmaeili considered the refinement of laws as one of the important topics in the legislative system and emphasized: The refinement of laws is not an insignificant issue and should even be considered before the approval of new laws. This issue cannot be resolved merely by a circular and needs to become a kind of culture in the administrative and legislative system of the country.

The Importance of Oversight Skills

He stated: Experts in parliamentary affairs, by strengthening their knowledge and experience, can act as "parliamentary aides," compassionate advisors, and effective guides for representatives and managers, helping to identify the real needs of the country and provide expert recommendations in reviewing bills and proposals.

The Strategic and Parliamentary Affairs Deputy of the President, in another part of his speech, emphasized the importance of training oversight and legal negotiation skills, saying: One of the serious problems is the boundary between legislation, execution, and oversight. A precise understanding of legal principles alongside ethical and behavioral interaction can help maintain the principle of separation and independence of powers while ensuring their efficiency.

Cooperation Among the Branches and the Future of the Country

Esmaeili, referring to the holding of the first comprehensive parliamentary knowledge course for ministries and executive agencies, stated: It is natural that we face shortcomings in the first course. I ask participants to note the weaknesses and strengths of the course regarding content and method of presentation from the very beginning and provide them to the organizers so that future courses can be held more agilely, clearly, and effectively.

He pointed to the necessity of cooperation among the branches and said: Today, cooperation among the branches in the country is in a rare situation, and everyone is eager to help each other to take the country one step further towards progress. Solidarity and cooperation among the administrative bodies of the parliament, the judiciary, and the government are among the important factors in the country's resilience against pressures and conspiracies.
