Lloyd's Register (LR), together with Jurong Port in Singapore, has published new guidelines to enhance cargo safety and reduce risks associated with the transportation of steel and general cargo. This guide clearly prioritizes the safety of personnel in loading operations and is designed to prevent damage to cargo and increase efficiency in unloading operations at ports and in the supply chain.

Challenges in Cargo Transportation

Despite significant advancements in ship design and transportation methods, issues such as improper loading, inadequate securing, and inconsistent delivery of cargo continue to lead to cargo damage, operational delays, and safety incidents. With the increasing complexity of supply chains and the growth in size and value of project cargo and steel products, proper preparation of cargo before arriving at the port has become more critical.

New Recommendations to Mitigate Risks

The new guidelines aim to address these challenges by promoting a cohesive and practical approach to preparation, loading, and securing cargo. This guide provides practical recommendations for cargo owners, carriers, ship operators, stevedores, and terminal operators to reduce risks throughout the transportation process.

The revised guidelines have been assessed based on key international regulations, including the Code of Safety for Loading and Securing Cargo (CSS Code), MSC.1/Circ.1353 on cargo securing guidelines, as well as provisions related to the ISM Code and recognized best practices in the industry for the transportation and loading of general cargo.

LR's focus has been on the practical realities of transporting and unloading general cargo, including aspects such as cargo accessibility, segregation, stowage arrangements, handling methods, anchoring practices, and cargo provision for safe and efficient loading operations.

This guide also includes lessons learned from practical experiences and common deficiencies observed in the transportation of general cargo.

Taylor Wamburg, Regional Consulting Manager at Lloyd's Register, stated, "The industry continues to witness avoidable damage to cargo, safety hazards, and operational disruptions due to improper loading and inadequate securing."

He also emphasized, "Good guidance bridges the gap between legal requirements and the practical realities of loading operations. By collaborating with Jurong Port to update this guide, we are helping the industry adopt safer and more cohesive practices that protect people, cargo, and vessels while also improving port operations."

Willy Liao, Chief Planning and Strategic Transformation Officer at Jurong Port, also said, "Good loading, adequate securing, and careful planning for unloading needs are vital for safe and efficient loading operations."

He added, "By working with Lloyd's Register to strengthen this guide, we aim to create greater consistency in industry practices that reduce safety risks, cargo damage, and operational disruptions while improving the efficiency and reliability of cargo transportation."
