The Azadegan oil field, one of the most important oil fields discovered in Iran, with estimated reserves of 32 billion barrels of oil, is located 80 kilometers west of Ahvaz. This field was discovered in the fall of 1999 and is recognized as a significant opportunity for Iran's economic development. However, two decades after its discovery, Azadegan has still not achieved its developmental goals.

Development Challenges of the Azadegan Field

Azadegan was discovered at a time when the Iranian economy was seeking to attract investment and increase oil production. This field is near the Iraqi border and adjacent to the Majnoon field, requiring significant technology and investment. Despite numerous negotiations with international companies and later with Chinese firms, the development of Azadegan has not progressed at the expected pace due to sanctions, contract changes, and management issues.

In 2004, the National Iranian Oil Company signed a contract with Japan's INPEX and NICO for the development of the field. However, in 2010, INPEX completely withdrew from the project, and the development of the field was handed over to domestic contractors. Meanwhile, the northern section of Azadegan was put into operation and became operational in 2016 with a capacity of 75,000 barrels per day, but the southern section has not developed sufficiently due to lack of progress.

Consequences and Economic Opportunities

Mohammad Memar, an energy economics expert, points out in his analysis that Azadegan has 25 years of development history, but this development has not been continuous. If the production target of 260,000 barrels in 2004 had been achieved on time, annual gross income could have exceeded 7 billion dollars. This indicates that not only the issue of oil extraction but also the time value of money has been effective in the failure of Azadegan's development.

In addition to management problems and sanctions, the lack of a stable framework for attracting investment and technology is also considered another reason for the failure in the development of the Azadegan field. This field could serve as a case study for examining the "resource curse"; a concept that shows that an abundance of natural resources in some countries not only does not lead to development but can also exacerbate dependency and instability.

Overall, the Azadegan oil field is recognized as a symbol of the gap between natural resources and economic development in Iran. Given the existing capacities, there is still hope that with appropriate policies and attracting foreign investments, this field can become one of Iran's economic engines.
