Abulfazl Shiroudi announced the implementation of a production in distribution plan for the construction of a 400 MW solar power plant by 2027. This project includes the solar power plant of Damirgaran Company with a capacity of 15 MW located in the Shokouhieh industrial town of Qom province, which has been constructed in the form of five three-MW sites.
Details of the Damirgaran Solar Power Plant Project
The first phase of this power plant with a capacity of three MW was commissioned last fall. Additionally, according to the terms of the site transfer agreement for the construction of the solar power plant, if the investor does not take effective action to implement the project within three months from the date of land delivery, as determined by SATBA (Renewable Energy and Energy Efficiency Organization), this organization is authorized to terminate the agreement and transfer the site to other qualified applicants.

The private sector project executor continued: Given that the execution operations at the adjacent sites of this project had not started after several months, these sites were handed over to Damirgaran Company. The second phase of the power plant with a capacity of 12 MW, which includes four three-MW sites, was commissioned this spring, increasing the cumulative capacity of this power plant to 15 MW.
Implementation Mechanism of the Production in Distribution Plan
Shiroudi explained the implementation mechanism of the production in distribution plan and the measures taken to facilitate private sector investment, stating: In this model, electricity distribution companies across the country prepare the necessary prerequisites and permits, including environmental requirements, land designation and preparation, and providing initial connection to the power grid, to facilitate the formation of anonymous investment packages. Then, in collaboration with SATBA, these packages are made available to qualified investors.
Investors, after receiving the construction permit for the power plant, visit the relevant electricity distribution company to take over the desired site and begin the project execution. This mechanism reduces administrative bureaucracy, facilitates preliminary processes, and provides investors access to ready sites, thus enabling more effective private sector participation in the development of solar power plants.
Shiroudi emphasized the importance of developing solar power plants in ensuring sustainable electricity supply for the country and expressed hope that with the continued participation of private sector investors and the acceleration of project implementation, the targeted capacity of 400 MW for this plan would be operational by the peak electricity consumption period in 2027.
The implementation of this plan, alongside other renewable energy development programs in the country, can help increase electricity production capacity, reduce pressure on the national grid during peak consumption periods, and compensate for part of the electricity imbalance in the country.
