India's Russian crude oil imports in August 2023 reached about 2.1 million barrels per day, marking a 16.5% decrease compared to July's records. This decline occurs as new U.S. sanctions are expected to impact this trend in September.

Analysis of the Indian Oil Market

According to trade data, India's crude oil imports from Russia decreased to 2.1 million barrels per day in August 2023, and it is expected to reach 1.9 million barrels per day in September. Russia remains India's largest crude oil supplier, but the recent decline prior to the enactment of new U.S. sanctions indicates changes in India's purchasing policies.

In August, Indian refineries adjusted their purchases due to improved supply routes from the Middle East. Crude oil purchases from Iraq increased by about 25% this month, reaching 171,000 barrels per day. Additionally, imports from Saudi Arabia rose by 1.5% to 328,000 barrels per day, while imports from the United Arab Emirates decreased by 5.4% to 620,000 barrels per day.

Economic Consequences and Sanctions

Total crude oil imports to India decreased by 8.8% in August, reaching 4.44 million barrels per day. Meanwhile, the cost of crude oil imports in the country rose by 48.4% compared to last year, amounting to $74.8 billion between April and August 2023, despite a mere 0.4% decrease in import volume. This situation has arisen due to rising crude oil prices and transportation costs.

Indian refineries are currently seeking reasonably priced crude oil and are assessing the risks associated with future purchases from Russia. With the enactment of the "Russia and Iran Sanctions Act" by President Donald Trump, the U.S. government is authorized to impose tariffs of up to 100% on goods from major Russian energy buyers. This law does not automatically impose tariffs but has increased uncertainty in the market.

Ultimately, although Russian crude oil still appears economical for Indian refineries, the potential imposition of tariffs on other Indian exports to the United States will significantly complicate the economic calculations for purchasing Russian oil.
